The 2014 Farm Bill (Agricultural Act of 2014) authorized pilot programs for hemp cultivation under state and institutional research initiatives, with the stipulation that hemp must have a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3% on a dry weight basis. This definition was codified in Section 7606 of the 2014 Farm Bill, which amended the Agricultural Marketing Act of 1946 (7 U.S.C. §5940).
